Allow Payments for Additional Charge Only Orders

Our customers would like the ability to record a Payment with Order for order that only contain additional charges. At the moment they get a message saying; Unable to Continue. Payments cannot be recorded on orders for additional charges only. Then they have to remove the Additional Charge and enter it as a free text line.
