Budget Monitoring in New Year when Old Year is still open

The ability to run a budget v actuals report for the new year, when the old year is still open would be very helpful. I have not been given the go ahead to close old year by our accountants. This means I am unable to produce any meaningful budget monitoring reports until the old year is closed.
