Duel PO Authorisation full audit and layered authorisation! Merged

The person at the top of the PO auth list wants to be aware that the people below him have authorised it! The Current system is worthless really if you want to have step in the process. The MD does not want to authorise something unless the manager under him has done it and currently there is no way to know! and once authorised it only gives you the details of the last person that authorised it. Not good.
