Purchase Order Entry - Notification if going over budget Merged

I would like person who is entering purchase orders to be notified if there is not enough money left in a particular budget after actual and committed spend. This feature is already available in the authorisation stage but would be very beneficial to have at the input stage to cut down workload of authorisers.
