A limited price band price only affects accounts that have a price band or discount higher than the limited price.
For example:if a discounted item makes the price lower than the limited price band then that is the price the customer gets, or if the price band they are on has a lower price than the limited price band then again that is the price they get.

Are you sure about that? As far as I can see, if there is an active Limited Price Band price for a customer/item, that is the price that is used - all other item prices and discounts are ignored. But manually entered discounts and invoice and order value discounts are still applied.
If there is more than one Limited Price Band price for a customer/item, then the lowest is used.
